Abstract

The Philippines has been grappling with Chinese policy of confrontation in the South China Sea for several years. The growing pressure from Beijing has compelled the Philippines to take a more active stance in foreign policy and security. The previous Philippine president, Rodrigo Duterte (2016 ‒ 2022), sought to reduce tension in relations with China and thereby improve the strategic position of the Philippines by moving away from the traditional pillar of Philippine security policy, which is close cooperation with the United States. He attempted to replace the strategic partnership with Washington with a political rapprochement with China, but this attempt ended in failure.

The aim of the paper is to analyze the security policy of the Republic of the Philippines under the leadership of President Ferdinand Marcos Jr. (since June 2022). The hypothesis is that a selection of Ferdinand Marcos as the president of the Philippines was a necessary condition for a rebuilding of a strategic partnership with the United States, which was in crisis during the presidency of Rodrigo Duterte. The paper analyzes a geostrategic significance of the Philippines in a context of major powers (the United States and China), genesis of the renewal of the partnership between Manila and Washington, examples of Filipino-American military cooperation, and key initiatives in the technical modernization of the Philippines, as well as examples of security diversification policy.
