This content reveals general rules and methods of creating multiannual programs that consist of managing municipal housing stock. The purpose of the research was the estimation of the performance degree of multiannual (longterm) program which contained managing housing resources owned by the city of Olsztyn in years 2012–2015. The field of study includes the following factors: the size of the housing stock, costs of renovation, volume of the sale of public housing along with the income obtained and last but not the least – ongoing maintenance costs of municipal and common real estate. Research has been conducted with an analysis of the source documentation as well as the direct interview. Evaluation of the execution of detailed plans has been made in relative terms by comparing the size of the actual values with the corresponding ones planned. Studies have shown a much faster pace – in the implementation of the plan – a reduction in the size of the analyzed housing stock as a result of extensive privatization of housing and the lack of municipal investments in spite of the shortage of municipal and social premises. It has been also confirmed that the implementation of the renovation plans had not stopped the decapitalization of the stock, since they only constitued a small part of municipal buildings renovation needs. Moreover, the sale of social housing units has not improved the housing stock management, as obtained from the income derived from the sphere of residential municipality. On the basis of research results and conclusions, the evaluation of the multiannual management program of the housing stock for the city of Olsztyn has been criticized.
