The problem dealt with in this paper is twofold: 1. Although the partisans of good governance presuppose – without proving it – that good governance and democracy sit weel together, a historical perspective, however limited, allows us to show that this presupposition is dubious. 2. The claim to pursue „global justice” as an alternative to neo-liberalism. Although they pretend to the contrary, the kind of political legitimacy put forward, by global justice movements is not fundamentaly different from the kind of legitimacy put forward by neo-liberal governance theories. When applied to international institutions „Global justice” can therefore be considered as a from, however critical, of democratic governance.
