The changes of Polish economic, political and social system started almost 10 years ago. They are often called the transformation of the political system or especially in economic system it is called restructurization. Transformation of the model of the country includes not only political system but very often economic reforms. The main problem is that there are not good programmes of reform and the government does not introduce those programmes. The programmes do not work in a proper way. Majority of Polish people couldn't find their place in a new political and economic situation. The main problem of Polish economic system is unemployment. It is very serious on the areas where existed PGR. Many inhabitants tried to limit the scale of unemployment. The local government tried to organize special programmes which helped to get new qualifications and new possibilities to get a job. The local government also tried to organize intervention's works, and they wanted to cut benefits and they tried to stimulate an activity of unemployed inhabitants of the communes. The local government participated in internatonal programmes against unemployment. They tried to create co-operation with foreign communes. The local government spent money from the structural and cohesion funds from the European Union in the best way. I wanted to intoduce Warmia nad Masuria region during the transformation. My objective was description of initiatives of inhabitants and the local government and regional initiatives of the European Union.
