Legal and international dimension of spy satellite activity - implementation of tactical assumptions or support for international peace?
Abstract
The subject of the article is focused on understanding the essence of contemporary spy satellite activity. In his considerations, the author identifies differences in the historical background of the concept of spying and presents the impact of the introduction and development of satellite technology on the interpretation of this concept. By analyzing the activities of world powers in recent years, it was found that satellite surveillance has led to mutual multi-knowledge, the emergence of the phenomenon of universality of information. As a result, many questions arose regarding international military activity. Today, it is extremely difficult to determine whether satellite spying is mainly manifested in the desire to implement the tactical objectives of states or to bring international peace. The examples cited in the article allow to direct the considerations in one direction. However, they do not represent a complete, objective solution to the problem, but only an attempt at it. This is due to the lack of fulfillment of the elements enabling a fully positive definition of satellite activities, i.e. a global balance of power, exclusively good international relations, a consistent security policy, or even the attitude of individual heads of state, which is currently uncertain. Therefore, only fulfillment the above conditions, combined with the phenomenon of multi-knowledge, provides a relatively good chance of ensuring international peace.
