The core of a democratic system at the level of local governments lies in handing the executive power and necessary funds over to local communities. That would enable them to solve their problems independently. It has been 6 years since local governments were established in our country, and certain differences in the development of individual communes have become visible over this period. A composition of local authorities seems to be of primary importance - that is why it constitutes the chief problem described in the paper.
The conducted survey shows that neither legislative powers nor local communities managed to work out permanent mechanisms of rational (ie ensuring competence) selection of local administration representatives. What follows, people responsible for organization of local life, especially its financial and economic aspects (eg local treasurers, administrators) have no right qualifications to per form their jobs, ie no background concerning local finance and organization management. Promotion is too of ten based on local relationships between family members, friends or party comrades.
A postulate that Turing the next elections local communities should be Niven the right to elect the president of the board in a direct way, and that such a person should exercise executive power independently, was formulated in the paper.
