Safety and Freedom in View of the Idea of Balance

Abstract

The aim of the article is to confirm the thesis, according to which a semantic evolution of the concepts of “safety” and “freedom” determines to a significant extent the relation between them. An urge to address this issue was so called the idea of new balance between the concepts discussed, which originated under the appearance of new threats that initiated a discussion on the security-freedom relation. The main conclusion from the issues discussed here is: with the contemporary definitions of “freedom” and “safety”, it is impossible to talk about their simple opposition. Freedom and safety do not neutralize each other, on the contrary - they provide their inevitable mutual complement.
