Development cooperation as an expression of the constitutional guideline for international collaboration
Abstract
Development cooperation is an element of a state’s influence on other countries recognised as developing. This area of influence is linked to democratic and economic needs, as well as to freedoms and human rights. Development cooperation serves as an important instrument within the realm of international law. The aim of this article is to determine whether, and to what extent, the principles and values specified in the Constitution of the Republic of Poland form the basis for international cooperation in the sphere of development policy. The analysis conducted has established that development cooperation reflects the goals and tasks outlined in the Constitution of the Republic of Poland. This conclusion can be drawn, among other things, from the principle of a democratic state governed by the rule of law, the principle of human dignity, and the principle of sustainable development. Although the institution of development cooperation is not explicitly defined in the constitution, it is embedded within its constitutional values.
