An entity with legal interest as a participant in legal proceedings, as per article 33 § 2 of the Act on Proceedings Before Administrative Courts, on administrative court jurisdiction

Abstract
In proceedings before administrative courts, other entities can participate, except for a party and the administrative authority. One such entity is a participant in legal proceedings, as per Article 33(2) of the Act on Proceedings before Administrative Courts. This participant did not take part in the administrative proceedings as a party, but has a legal interest in the case and requests to participate in the proceedings before the administrative court. This article mainly aims to examine the legal requirements for participating in legal proceedings under Article 33 § 2 of the Act on Proceedings before Administrative Courts, with a focus on administrative court jurisdiction. The author concludes that the participation of another entity in proceedings before administrative courts interferes with the rights of a party that has filed a complaint with the court. Conversely, this regulation guarantees entities with a legal interest the right to a fair trial in situations where they have been omitted from administrative proceedings. During an administrative court case, if it becomes necessary to notify a person who has not yet participated in the proceedings as a party, the court may notify that person of the content of Article 33 § 2 of the Act on Administrative Court Proceedings and postpone the hearing on the basis of Article 110 of the same Act.
