Abstract

The government's "Clean Air" program is a response to Directive 2008/50/EC of the European Parliament and of the Council of 21 May 2008 on air quality and cleaner air for Europe. This program was established by Resolution No. 58 of the Council of Ministers of May 11, 2021 on the establishment of the "Clean Air" guarantee program using the guarantee of BGK. It should be noted that the tasks of the Clean Air program in the constitutional category are as follows: Art. 74 of the Constitution of the Republic of Poland determines the duties of public authorities within the framework of environmental protection, while Art. 5 of the Constitution of the Republic of Poland, regarding sustainable development, presents the rights of the individual and society to development and the right to use environmental resources, while caring for nature and the natural environment.
