Ryszard Skawiński is a graduate of Polish philology at the Adam Mickiewicz University in Poznań (1979). He started working as a teacher in November 1979. In 1991-1996 he was the deputy director of the Complex of Vocational Schools No. 1 for them. Jędrzej Śniadecki in Ełk, and in the years 1996-2006 their director. In 2005, at the Educational Research Institute in Warsaw, he obtained his doctorate on the basis of his doctoral dissertation. From June 20, 2001, a certified teacher, an expert of the Ministry of National Education in the field of professional promotion and an OKE examiner. He is a board member of the Masurian Scientific Society in Ełk. He conducted classes at many universities, e.g. Wszechnica Mazurska in Olecko, Faculty of Technical and Social Sciences (formerly Centrum Studiów Bałtyckich) in Ełk of the University of Warmia and Mazury in Olsztyn (now a branch of UWM in Ełk), the Faculty Department in Ełk of the University of Finance and Management in Białystok, at the University of Information Technology and Economics in Olsztyn, the Branch Department in Ełk at the University of Economy in Bydgoszcz. In the years 1998-2002 he was a councilor of the City of Ełk, and in the years 2006-2009 and from 2014 he was a councilor of the Ełk Poviat. During the 2006-2010 term, he was the Deputy Starost of the Ełk County. Author of nearly 200 publications, including 11 books, 35 editors of the "Publisher" magazine and 15 scientific articles. Editor of scientific journals "Studia Ełckie" and "Civitas et Lex". In 2021, he was awarded the honorary title of professor of education.
