Remarks on the Concept of Policy

Abstract

The genesis of the term policy is presented in the paper. The terms: polis, politeja and police are subjected to analysis. The essence of policy, which seems to be a social procedure of a special kind, is also discussed. The author formulates the definition of policy on the basis of three segments, namely: situation, subject and matter of policy. As a result, the following definition is proposed: policy is a certain model of behavior in situations of conflict, competition and co-operation between social classes, countries, parties and nations. The subject-matter of those situations constitute such values as authority, directions od social and economic development, human rights, sovereignty, territorial integrity and independence.
