Abstract

The phenomenon of “globalization” calls for approaches that are alternately descriptive and normative, and often both descriptive and normative. It makes it necessary to develop analyses that enable us to understand how the aims or principles of public action (national or international) evolve in response to changes in the modalities of international coordination and cooperation. In particular, we discuss the impact of globalization on the relationship between States and the implementation of principles
such as fundamental rights.
