Przedmiotem opracowania jest analiza reform podatkowych w Ukrainie, w szczególności w okresie trwającego tam stanu wojennego, z czym wiąże się potrzeba szybkiej i kompleksowej reakcji władz państwowych. Przedstawione zostały podstawy stanowisk doktryny w kwestii kształtowania się systemu podatkowego Ukrainy oraz podjęte działania władz państwowych w okresie stanu wojennego. Nakreślone zostały główne zadania przyszłej reformy podatkowej, która powinna stworzyć nowe otoczenie instytucjonalne dla opodatkowania, zwiększyć efektywność fiskalną podatków, znaczenie oddziaływania systemu podatkowego itp. Opisano zdecydowane kroki w kierunku zmian systemu podatkowego, w tym w celu obniżenia stawek najważniejszych podatków i uproszczenia zasad działania administracji podatkowej, które reguluje Kodeks podatkowy Ukrainy; to ma stworzyć szansę na rozwój przedsiębiorczości i zwiększenie zatrudnienia ludności – w celu ustabilizowania gospodarki i rozwoju finansowego kraju. Zmiany zachodzące w dziedzinie opodatkowania muszą przebiegać w sposób planowy i mieć wyważony charakter. W pracy zostały przedstawione aktualne stanowiska doktryny oraz dostępne dane statystyczne, obrazujące znaczenie potrzeby reformy systemu podatkowego.
